They are among the most knowledgeable and experienced in their fields and have worked together on a variety of corporate security, law enforcement, and homeland security projects. A brief biographical sketch of each key consultant is provided below. Thomas Seamon...
is the chief executive officer and has over 36 years’ experience in law enforcement and private security. He is nationally known as a consultant and researcher in both fields. Tom serves as a consultant to several federal law enforcement agencies, including the Department of Homeland Security, and as a security advisor to several major corporations and higher education institutions. Previously, he was the Vice President for Public Safety at the University of Pennsylvania, where he commanded the university’s police department and managed all private security personnel, security technology, and fire safety personnel.
Earlier, Tom was the Deputy Commissioner of the Philadelphia Police Department. During his 26 years with the department, he steadily progressed through the ranks, holding significant positions in patrol, detectives, and administration. From 1992 through 1995 he was the Deputy Commissioner of Operations, the second ranking position in the department. He was also Acting Commissioner for a period.
Tom is on the Board of Directors of ASIS International, the world’s largest society of security professionals. He is a life member of the International Association of Chiefs of Police and Co-Chair of the IACP Private Sector Liaison Committee. He is a Fulbright Scholar in United Kingdom Police Studies, the first active American law enforcement executive to receive that distinction. He received his BS in history and MS in public safety from St. Joseph’s University. He is a graduate of the FBI National Academy and the Police Executive Research Forum’s Senior Management Institute at Harvard University. He is a Certified Protection Professional (CPP), board certified in security management.
He is a frequent speaker at law enforcement and private security conferences and seminars and has authored a number of articles in professional magazines and journals.
Bill Cunningham, Founder,...
has more than 30 years of management experience in business, security, and law enforcement and has been the chief executive officer of two management consulting firms. He founded Hallcrest Systems in 1975 and now serves as a senior consultant and advisor to the firm. Over the past 25 years, he has directed national-level research on security and police relationships for the National Institute of Justice and the Bureau of Justice Assistance, U.S. Department of Justice. Bill is internationally experienced as a police and security consultant, and he formerly served as Director of Human Resources for the St. Louis Metropolitan Police Department.
Under Bill’s leadership, the Hallcrest consulting team has provided a broad range of security consulting, strategic planning, market research, and personnel and training services to numerous business and law enforcement clients. Representative corporate clients have included IBM, ExxonMobil, Boeing, Ford, Johnson & Johnson, Nortel, Cummins Engine, Ameritech, Boise Cascade, and Texas Instruments. Government clients have included, among others, the Department of Homeland Security, Government Accountability Office, and U.S. Postal Service. He has also worked with many law enforcement agencies such as the Federal Law Enforcement Training Center, National Sheriffs' Association, Alaska State Troopers, and the police departments of Hartford, Connecticut; Baltimore County, Maryland; Lee County, Florida; and St. Paul, Minnesota.
Bill is the principal author of two widely acclaimed publications, The Hallcrest Report I: Private Security and Police In America and The Hallcrest Report II: Private Security Trends 1970-2000. He has been featured on NBC, CNN, CBS, and ABC television and in The Wall Street Journal, New York Times, Fortune, Forbes, U.S. News and World Report, and virtually every security and police publication in North America. In addition, Bill has authored more than 15 articles and monographs on security and police issues, and he serves as a frequent speaker for business groups and criminal justice and security associations. He has served on the Prentice-Hall review board of The Human Resources Yearbook and on the editorial board of Security Journal.
Bill holds a BS in industrial security administration from the School of Police Administration at Michigan State University, and he has done graduate study in business administration. He was selected as the 1998 recipient of the Distinguished Achievement Award presented by the International Security Management Association. He is a Certified Protection Professional (CPP), board certified in security management, and has been elected a Distinguished Fellow by the Academy of Security Educators and Trainers. He holds memberships in ASIS International, the International Association of Chiefs of Police, and earlier, the Chamber of Commerce of the United States, where he served on the National Business Advisory Panel on White Collar Crime.
Ed Appel...
has more than 30 years of experience in law enforcement, corporate security, counterintelligence, and high-tech crime analysis and prevention.
Ed is president of the Joint Council on Information Age Crime (JCIAC), a nonprofit public-private collaboration on high-tech crime. JCIAC assists law enforcement, business, academia, and government in preventing and responding to high-tech crime. Ed is also chair of the Information Age Crime Subcommittee of the International Association of Chiefs of Police (IACP), and he is president of SECTA LLC, a security consulting firm.
Ed formerly served as Security Director, Level 3 Communications, and Vice President, CertCo. He retired from the Federal Bureau of Investigation (FBI) after 28 years as a special agent, supervisor, and executive. Assignments included field investigations, counterintelligence, counterterrorism, and critical infrastructure protection. He served in the White House as Director of Counterintelligence and Security Programs, National Security Council.
His memberships include IACP, Association of Retired Intelligence Officers, Society of Former Special Agents of the FBI, and ASIS International. He teaches at the university level and in federal agencies, where he continues to consult on corporate security, law enforcement, national security, and counterintelligence. His publications include Guide for Preventing and Responding to Information Age Crime; white papers on computer-related crime; and several classified government publications. Ed is a Georgetown University graduate, with extensive professional training in and outside of government.
Lt. Colonel Jim Emerson, USMC (Ret.)…
is currently the Vice President of Anti-Piracy/Fraud/Counterfeiting Services at ICG, Inc. He manages an extensive portfolio of enterprise threat management solutions.
His military background encompasses a wide spectrum of disciplines, including law enforcement, physical security, and information security/assurance. He ran the USMC Military Police and Nuclear, Biological, and Chemical Defense Schools for two years. His extensive physical and personnel security background culminated as the Commanding Officer responsible for overall security of the Navy’s largest strategic weapons facility. He had responsibility for and developed expertise in combating terrorism and responding to weapons of mass destruction. His diverse career also included information system security, management of protected and unprotected distribution data networks, security planning and design, and communications and operations security planning.
Jim has a passion for information security. His experience with ICG in combating information age crime over the past three years includes response to hundreds of computer incidents, digital forensic examinations, and Internet investigations. He frequently presents digital evidence in litigation and has designed proprietary forensic solutions for client investigative, intelligence, discovery, and litigation support needs.
Prior to joining ICG, he was the Director of Operations for iXP Corporation, providing technology hardening and complex system integration assurance management across a range of information, communications, and information technology domains.
Jim is an active member of the IACP, ASIS International, High Technology Crime Investigation Association, and Society for the Policing of Cyberspace. He is a frequent speaker at public and private sector associations and corporations.
He holds a BA in Law and Justice and a Master of Military Art and Science degree. He is a graduate of the FBI National Academy, the U.S. Navy Information System Security Management Course, and the NSA INFOSEC Assessment Methodology Course. He is also a Certified Computer Forensic Specialist.
Robert Hendrick…
is the Director of Security for Thomas Jefferson University and Thomas Jefferson University Hospitals on multiple campuses in Philadelphia, PA. Previously, he was the Director of Security for The Children’s Hospital of Philadelphia. The nation’s first pediatric hospital, CHOP was recently ranked as the best pediatric center in the nation.
Bob was the Vice President of Operations for a large security technology company and has experience as the corporate security manager with a leading insurance firm. He also spent 20 years in urban law enforcement, of which more than seventeen were with the Philadelphia Police Department, where he served as an investigator, supervisor, and instructor at the police academy. He served in the Vietnam War as a military police officer.
He is a Certified Protection Professional (CPP), board certified in security management, and holds a BS in Sociology/Criminal Justice from LaSalle University and an MS in Criminal Justice Administration from St. Joseph’s University. He is certified as a facilitator by the Covey Leadership Center.
Bob is a recognized spokesperson on healthcare security and operational security issues. He has served as a consultant to health care institutions and universities, presented in a variety of forums, and lectured at corporate security seminars. His security program for an organization has been recognized as a model plan that is consistent with regulator standards, quality improvement methods, and a customer service philosophy.
George Murphy...
specializes in corporate security management surveys and advisory services. George is widely regarded as one of the most knowledgeable and experienced corporate security experts. Prior to his association with Hallcrest and the founding of his firm, Security Virtual, George was Mobil Corporation’s manager of corporate security for 11 years. Earlier, he held several security management positions with IBM for 10 years, including director of security for IBM Europe, Africa, and the Middle East and director of worldwide security programs. Prior to these security management positions, George held responsible positions in law enforcement at the federal, state, and local levels.
Recently, George has provided global security consulting, surveys, and risk assessments for clients such as Merrill Lynch, Sprint, Warner Lambert, Cummins Engine, and Kennametal. George holds a BS in Business Administration from the University of Miami (Florida) and an MS in Public Administration from Florida State University. He has served as Vice Chairman of the U.S. Department of State Overseas Security Advisory Council (OSAC) and as a member of the Terrorism Committee of ASIS International and the Training and Education Committee of the International Association of Chiefs of Police. He is also a life member of the International Security Management Association (ISMA).
Peter Ohlhausen...
has, for 20 years, been a researcher and consultant in security, criminal justice, and technology. He is president of Ohlhausen Research, Inc., a firm that specializes in producing reports, articles, books, and multimedia CDs in the security, technology, and law enforcement fields.
Recently, Peter was involved in the development of site security guidelines for the U.S. chemical industry. His clients include major corporations; federal, state, and local governments; law enforcement agencies; universities; professional and trade associations; foundations; and law firms. Before founding Ohlhausen Research, Inc., he was managing editor of the quarterly journal of the National Association of School Safety and Law Enforcement Officers (1992 to 2000). From 1992 to 1994, he was managing partner of Strategic Consortium International: Risk Assessment & Asset Protection Specialists. From 1986 to 1992, he was editor of Security Management, a monthly magazine on business and government security published by ASIS International.
Peter graduated with distinction from the University of Virginia with a BA in English. He has also pursued studies at Cambridge University (England) and Harvard University. He is a member of ASIS International and a graduate of the Oatman School of Executive Protection and numerous ASIS security training courses.
Lynn Oliver...
has more than 25 years of experience in security management and law enforcement, including work with the U.S. Army and the FBI. He served as vice president of two major contract security firms (Pinkerton and MVM) and also founded and is president of a Washington, D.C., area security company (American Security Programs). Lynn is widely recognized as an expert in the administration of security services and security regulation and training.
Lynn has extensive experience in conducting staffing and training needs analyses for law enforcement and security programs. He has analyzed staffing needs and established requirements for providing court security officers to the U.S. Marshals Service for federal court facilities; developed staffing and training programs for security personnel under contract with the U.S. Department of State who are assigned to critical U.S. missions around the world; conducted organizational analyses of numerous state and local law enforcement agencies; and conducted training requirements analyses for state, federal, and foreign governments. Additionally, Lynn directed a nationwide vulnerability analysis of federal facilities that were determined to be key to internal security. In addition, he has conducted security staffing studies for AT&T, Cummins Engine, Digital Equipment, General Electric, Johnson & Johnson, and the U.S. Postal Service.
Lynn received a BS in Law Enforcement Administration from George Mason University and has completed program requirements for a Master’s Degree in Public Law at Antioch University. He is a member of ASIS International and is a founding member and the current Secretary of the Virginia Police and Private Security Alliance (VaPPSA). He currently serves on the Board of Directors of the National Association of Security Companies (NASCO).
John Strauchs...
specializes in security risk assessment and security systems engineering. John is also the CEO of Systech Group, Inc., a leading security and fire safety engineering firm. For nearly 25 years, John has participated in security risk assessments and security design projects, which he has performed for New York's World Trade Center, the Pentagon, the Ronald Reagan Building, and numerous office buildings, museums, hospitals, airports, correctional institutions, industrial plants, and corporate headquarters. Representative clients include IBM, ExxonMobil, AT&T, Texas Instruments, Nortel, Honeywell, Boise Cascade, Bell Atlantic, GTE, Georgia Power, Peoples Gas Light, Kingdom of Saudi Arabia, U.S. Navy, and the U.S. Army Corps of Engineers.
Nationally and internationally, John is a speaker for conventions and professional seminars on security issues. He has written more than 50 articles and major publications. He is also a coauthor of The Hallcrest Report II: Private Security Trends 1970-2000, sponsored by the National Institute of Justice.
John received his BA from Lehigh University and his MA in International Affairs from George Washington University. Previous employment includes serving as principal in charge of security engineering for Gage-Babcock Associates, Inc.; founder and president of The Gordian Corporation, a security design and consulting firm; criminal justice consultant with National Scientific Corporation; and staff officer with the Central Intelligence Agency.
